Held in Hong Kong on April 12, The Process of Reform: Opportunities and Challenges was the fifth workshop in the KAPSARC Energy Workshop Series on China’s energy economy.Building on previous workshops, which have examined the objectives and process of reform in China’s energy economy, we considered the potential structural barriers facing successful reform including:- Recent announcements and emerging trends from within China.
- How the bureaucratic structure both helps and hinders the implementation of policy.
- The degree to which competing views on what the challenges are, and how they are best solved, can be reconciled.
